Shanghai Declaration at WAIC sets global agenda for AI security and governance

The 2024 World AI Conference and High-Level Meeting on Global AI Governance, running in Shanghai from Thursday to Saturday, calls on all parties for joint efforts to promote the vigorous development of artificial intelligence for the benefit of all mankind. As a highlight of the Conference, the Shanghai Declaration on Global AI governance was issued, which proposes to promote AI development while maintaining the safety and developing a governance system for the technology.

It also calls for wide public participation in decision-making on AI while increasing people's knowledge and understanding of the technology and enhancing their awareness of AI safety.

"One of the highlights of the current WAIC is that in the series of this even it released the consensus in the Conference's name for the first time, which puts special emphasis on the importance of AI security and governance, on the equal footing with AI development. AI security and governance are now arguably an international consensus in the process of AI development," said Zeng Yi, a member of the U.N. High-Level Advisory Body on AI, in an interview with China Central Television on the sidelines of the conference.

The Shanghai Declaration also proposes to establish cooperation platforms to facilitate technology transfer and commercialization, promoting fair distribution of AI infrastructure, avoiding technical barriers, and jointly strengthening global AI development..

It urges joint efforts to combat the theft, tampering, leaking and illegal collection and use of personal information, and encourages various actors including international organizations, enterprises, research institutes, social organizations, and individuals to actively play their due roles in the development and implementation of the AI governance system.

The Declaration also calls for positive responses from governments, sci-tech communities, industrial communities and other stakeholders around the world to jointly promote the healthy development of AI, safeguard AI security, and empower the common future of mankind with AI.

As an important platform for displaying cutting-edge AI technologies from both China and other countries, the WAIC this year has set new records in exhibition scale, and the number of participating enterprises and new product launches since its debut in 2018.

With an exhibition area of 52,000 square meters, the event displays latest applications of AI in such key areas as large language models, algorithm, robots and autonomous driving.

More than 500 enterprises, over half of which are from outside Shanghai, including global giants like Tesla and Microsoft, have participated in the event, with over 1,500 innovative products presented.

A school in central China's Hunan Province has been converted into a resettlement center to provide shelter for victims following a dike breach Friday at Dongting Lake, the country's second-largest freshwater lake.

Jiang Siyuan is a teacher at the vocational school in Hunan's Huarong County, where the campus has been turned into a large resettlement center, one of four in the area tasked with taking in people forced out of their homes.

Rather than teaching, Jiang is currently volunteering her services to the displaced people who've moved in.

"Four buildings are taking people in. Our school is mainly taking in those from Tuanbei, the worst-hit village," said Jiang.

Over 1,000 people have checked in at the school. Jiang and other volunteers regularly check in on the victims.

Cai Shusheng and his wife were living in the village right next to the breached dike.

"Our home was affected twice. There was another flood back in 1996 and then again this year. I think the resettlement process is now very good," said Cai.

Jiang said she is staying connected with the victims, noting that her own family was safely situated away from the disaster.

"I don't have family affected by the breach since they're in a different county. But we're all fellow villagers," she said.
