The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on Friday to deliberate on policies and measures to further open up a new vista in the large-scale development of the western region.
Chinese President Xi Jinping, also general secretary of the CPC Central Committee, presided over the meeting.
Noting that the large-scale development of the western region is one of the major strategic decisions that the CPC Central Committee has made, the meeting urged efforts to accurately grasp the positioning and mission of the large-scale development of the western region in advancing Chinese modernization, and consistently and fully implement it.
It is necessary to focus on greater protection, opening up and high-quality development, step up building new development patterns, and improve the region's overall strength and capability for sustainable development, according to the meeting.
The meeting underscored efforts to comprehensively deepen reform, further unleash and develop the productive forces and tap into and boost the vitality of the society, so as to embark on the path of Chinese modernization that suits the realities of the region.
Following the functional positioning and industrial foundation of the region, work should be done to expand industries with distinctive advantages, increase capacity for scientific and technological innovation, and promote traditional industrial transformation and upgrading, according to the meeting.
It called for more efforts to adhere to high-level protection, advance the building of a beautiful western region, take a holistic and systematic approach to the protection and conservation of mountain, river, forest, farmland, lake, grassland and desert ecosystems, intensify pollution prevention and control, and pursue green and low-carbon development.
It is necessary to boost internal momentum for development, build an open economy, strengthen the capacity to ensure security in major fields, enhance energy and resources supply, and advance the construction of a clean-energy base, the meeting said.
The meeting urged solid steps to promote new type of urbanization in line with local conditions, advance rural revitalization, consolidate and build on the achievements in poverty alleviation, so as to prevent rural residents from lapsing or relapsing into poverty.
It is important to develop a stronger sense of the Chinese nation as one community so as to safeguard ethnic solidarity and security in border areas, according to the meeting.
The Central Leading Group for Coordinated Regional Development should enhance coordination, refine tasks and promote implementation, the meeting said, urging relevant departments to put forward targeted policies and measures, and seek practical results.
Party committees and governments at all levels in the western region are required to fulfill their principal responsibilities, work hard and foster a strong synergy for greater achievements.
