China will accelerate the data infrastructure construction and smoothen access to public data resources, Liu Liehong, director of the National Data Administration (NDA), said at a press conference in Beijing on Thursday.
The general offices of the Communist Party of China Central Committee and the State Council jointly issued a document on accelerating the development and utilization of public data resources on Wednesday, which is the country's first systematic arrangement for the development and utilization of public data resources at the central level.
The document outlines 17 measures on increasing the supply of public data resources, regulating the authorization and operation of public data, and promoting the healthy development of the data industry.
By 2025, the rules and regulation for developing and utilizing public data resources will be preliminarily established, according to the document, when data products and services will continue to be enriched, and significant progress should be made in the development and utilization of public data resources in key industries and regions, according to the document.
By 2030, a comprehensive system for developing and utilizing public data resources will be established, with compliant and efficient data circulation and use, says the document.
China will ramp up the supply of public data resources in line with the document, Liu said.
"We are working with departments concerned to profoundly pursue the development and publication of data in sectors like meteorology, transportation, and social security. A substantial amount of high-quality public data will gradually become available. Previously, many enterprises and institutions had no idea about the existence of public data, where to find them, and how to obtain them. We will facilitate the access to public data through reform measures such as publicizing resource registration information and disclosing lists of products and services," said Liu.
China will also encourage wide usage of data, boost relevant investments, and propel the growth of the data industry, said Liu.
"We will accelerate the data infrastructure construction and distribution, increase funding input, achieve tangible outcomes, and guide orderly participation of social capital in development and utilization," said Liu.
Liu also said the guidelines will fully leverage the potential of public data in bolstering the real economy, expanding consumer demand and investment space, and improving governance capacity.
"The document released will greatly encourage the data supply and stimulate the data utilization, and further deliver their function in empowering the real economy, expanding consumer demand, broadening investment space, and enhancing governance capabilities. At the same time, it will encourage integrated application of data resources in the whole society, so as to provide solid support for making the digital economy strong and building new competitive advantages for the country," said Liu.
