Guangdong-Hong Kong construction industry joint promotion event

The Development Bureau (DEVB) of the Hong Kong Special Administrative Region (HKSAR) Government and the Hong Kong construction sector are holding the "Hong Kong Construction Industry 'Talent Hub' – Joint Industry Promotion and Recruitment Event" today and tomorrow (November 10 and 11) at the Guangdong-Hong Kong-Macao Greater Bay Area (Guangdong) Talent Hub (Talent Hub), to promote the prospect and opportunities of the construction industry in Hong Kong and to strengthen the training and co-operation of construction talent among the industry of the three places.

The event, jointly organised by the DEVB, the Human Resources and Social Security Department of Guangdong Province (GDHRSSD), the Department of Education of Guangdong Province (DEGP) and the Department of Housing and Urban-Rural Development of Guangdong Province (DHURDGP), is hosted by the Hong Kong Construction Industry Council (CIC) and the Guangdong Province Human Resources Service Bureau. The Permanent Secretary for Development (Works), Mr Ricky Lau; the Director-General of the GDHRSSD, Mr Du Minqi, and Deputy Director-General of the GDHRSSD Ms Qiu Jing; Deputy Director-General of the DEGP Mr Cheng Daxin; Deputy Director-General of the DHURDGP Mr Yang Qinggan; and the Director of the Social Development Department of the Hong Kong and Macao Affairs Office of the People's Government of Guangdong Province, Ms Shao Jin, attended the event.

The Talent Hub is a full-chain service base in the Guangdong Province for talent in the Greater Bay Area (GBA). It is the first time for the Hong Kong construction sector to jointly organise a large-scale industry promotion event at the Talent Hub. The event introduces the prospect of the construction industry in Hong Kong as well as opportunities for employment, further education and advanced training. It also fosters connections and exchanges between construction enterprises, industry stakeholders and talent in Hong Kong and Guangdong. There are over 70 participating units from Hong Kong, including the CIC, trade associations, enterprises, associations, professional institutes of the construction sector, as well as relevant faculties of universities and other educational institutions.

Speaking at the opening ceremony, Mr Ricky Lau, said that Hong Kong is committed to becoming a platform for nurturing international professional and technical talent as well as expanding a quality talent pool to support social development. The event fully demonstrates the common goal of the industry in Hong Kong and the GBA, which is to deepen the co-operation in talent development, pool together and nurture outstanding teams of construction professionals in the GBA, thereby enhancing the quality of training and technical standards of the construction industry in the GBA as well as nurturing talent. He hoped that by leveraging the strengths and positioning of GBA cities, they can work together to build the GBA as a talent hub and as an important bridge connecting the Mainland and the world.

The Guangdong Province and Hong Kong are working on the formulation of GBA Standards of the skill levels of construction technicians and skilled workers, "One Examination, Multiple Certification" arrangement and evaluation mechanism of "Professional Title" qualification, thus enabling Hong Kong to better leverage its unique advantage in attracting and retaining talent, with a view to promoting the high quality development of Hong Kong's construction industry and strengthening co-operation within the GBA.

With the support of the Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Housing and Urban-Rural Development and the Liaison Office of the Central People's Government in the HKSAR, the aforementioned co-operation was initiated earlier this year through discussion between the DEVB and the GDHRSSD, DEGP and DHURDGP, and with the participation of the industry. The collaboration was announced in the Chief Executive's 2024 Policy Address.

At the opening ceremony, the GDHRSSD awarded certificates to the representatives of the first batch of engineers who have passed the evaluation of professional titles in the GBA. The governments of Guangdong and Hong Kong also presented appointment certificates to the expert assessment panel of the "One Examination, Multiple Certification" arrangement.

The event attracted over 3 000 participants from the construction industry and academia in Guangdong and Hong Kong.

SEE begins visit to Azerbaijan

​The Secretary for Environment and Ecology, Mr Tse Chin-wan, joined the Chinese delegationto attend the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Azerbaijan.

Upon his arrival in Azerbaijan on November 11 (Azerbaijan time), Mr Tse, together with the Permanent Secretary for Financial Services and the Treasury (Financial Services), Ms Salina Yan, met with the Financial Services Development Council and Friends of the Earth (HK) to learn about the outcomes of the side event jointly organised by the two organisations at the China Pavilion in the venue of the COP29 on the same day. They also discussed issues including green finance, green transformation of economies and international carbon market.

Mr Tse and Ms Yan met with the head of the Chinese delegation, Mr Zhao Yingmin, yesterday morning (November 12, Azerbaijan time) to exchange views on the progress of the COP29, the international carbon market, and the Hong KongSpecial Administrative Region Government's work in combating climate change.

Afterwards, Mr Tse held a bilateral meeting with representatives of Bangkok, a member city of the C40 Cities Climate Leadership Group, to share the strategies and experiences of the two cities in combating climate change and to exchange views on co-operation and exchanges between the two places.

In the afternoon, Mr Tse visited the Garadagh (Area 60) Solar Photovoltaic Power Plant to learn about the strategy and progress of energy transition as well as the latest development of and experience in renewable energy in Azerbaijan.

The Environment and Ecology Bureau and the Hong Kong Observatory will hold a side event titled "Climate Action: From Climate Science to Opportunities to Develop New Energy" at the China Pavilion in today (November 13, Azerbaijan time) afternoon. Mr Tse will attend the side event and deliver an opening speech.
