China is committed to promoting the building of an Asia-Pacific community with a shared future and starting a new era of Asia-Pacific development, a foreign ministry spokesman said on Monday.

Lin Jian, the spokesman, briefed the media on the important messages conveyed in Chinese President Xi Jinping's remarks made at the 31st APEC Economic Leaders' Meeting in Peru.

"On November 16 local time, the 31st APEC Economic Leaders' Meeting was held in Lima, Peru. President Xi Jinping attended the meeting and delivered important remarks. He put forth three proposals for building an Asia-Pacific community with a shared future and starting a new era in Asia-Pacific development: First, Asia-Pacific countries need to build an open and interconnected paradigm for Asia-Pacific cooperation. Asia-Pacific countries should stay committed to multilateralism and an open economy, firmly uphold the multilateral trading system with the World Trade Organization at its core, advance regional economic integration and connectivity, and uphold stable and smooth industrial and supply chains," Lin said.

"Second, Asia-Pacific countries need to make green innovation a catalyst for the Asia-Pacific. Asia-Pacific countries need to seize the opportunities presented by the new round of sci-tech revolution and industrial transformation, and strengthen exchanges and cooperation in artificial intelligence, quantum information, life and health, and other frontier areas. Asia-Pacific countries need to foster an open, fair, just and nondiscriminatory ecosystem for innovation, and promote a leapfrog development of productive forces across the region. Asia-Pacific countries should prioritize ecological protection, promote resources conservation and their efficient use as well as green and low-carbon development, and push forward coordinated digital and green transformation and development to create new momentum and new drivers for Asia-Pacific development," Lin continued.

"Third, Asia-Pacific countries need to uphold a universally beneficial and inclusive vision for Asia-Pacific development. Asia-Pacific countries should strengthen economic and technical cooperation, increase support for developing economies and disadvantaged groups, and work together to grow the pie and distribute it equitably to allow more economies and people to benefit from development. Xi Jinping emphasized that reform and opening up is a historic process in which China and the world achieve development and progress together. China's further development will provide new opportunities for the Asia-Pacific region and the world at large. China welcomes all parties to continue riding the "express train" of its development to contribute to the modernization of all countries featuring peaceful development, mutually beneficial cooperation and common prosperity," Lin said.

The APEC is a regional economic forum established in 1989 to leverage the growing interdependence of the Asia-Pacific. APEC economies aim to create greater prosperity for the people of the region by promoting balanced, inclusive, sustainable, innovative and secure growth and by accelerating regional economic integration.

This year's APEC Economic Leaders' Meeting was held on Friday and Saturday under the theme "Empower, Include, Grow," gathering heads of state and other dignitaries from 21 member economies across the Asia-Pacific region.

China's general public budget revenue increased 5.5 percent year on year in the first 10 months of 2024, with the growth rate further accelerating, official data showed on Monday.

Date from the Ministry of Finance showed that from January to October, the total national general public budget revenue reached 18.4981 trillion yuan (about 2.55 trillion U.S. dollars), maintaining stable growth after excluding the impact of special factors.

Simultaneously, expenditure in the national general public budget reached 22.1465 trillion yuan (around 3.06 trillion U.S. dollars), rising 2.7 percent over the same period of the previous year, ensuring support for spending on basic livelihood and other key sectors.

Till the end of October, local governments have cumulatively issued 3.9 trillion yuan in new special bonds, with an issuance progress of 98 percent.

These funds have been directed towards over 30,000 projects with significant economic and social benefits, promoting stable development of local economies and societies.

General public budget revenue refers to income for government finance through participation in the distribution of social products. It is the financial guarantee to ensure government functioning.
