Int’l observers welcome China-proposed solutions to global governance challenges

China’s eight actions for global development revealed at the G20 Summit immediately captured the attention of international officials and scholars, who said they showed Chinese wisdom and solutions in the face of global challenges.

President Xi on Monday outlined China's eight actions in his speech at Session I of the 19th G20 Summit on Fight Against Hunger and Poverty in Rio de Janeiro.

The eight actions include pursuing high-quality Belt and Road (BRI) cooperation, implementing the Global Development Initiative, supporting development in Africa, supporting international cooperation on poverty reduction and food security, proposing the Initiative on International Cooperation in Open Science to help the Global South gain better access to global advances in science, technology and innovation, supporting the G20 in carrying out practical cooperation for the benefit of the Global South, implementing the G20 Anti-Corruption Action Plan, and opening China's doors wider to the least developed countries.

"The eight actions mentioned in President Xi's speech are quite interesting. It is crucial for China to expand its openness to assist less developed countries because China possesses experience in overcoming poverty, hardship and hunger. This experience can provide significant support to less developed countries," said Jucelia Oliveira Freitas, State deputy of Rio de Janeiro.

Xi mentioned poverty alleviation in his second and fourth action, vowing that China will participate in global cooperation in poverty reduction and food security through different projects.

"I thought President Xi's address at the G20 was absolutely terrific. It's easy to say that poverty alleviation is the most important priority but resourcing that effort and resourcing it in ways that are useful and successful is not straightforward. I think China has shown that," said Sourabh Gupta, a resident senior fellow at Institute for China-America Studies (ICAS).

Gustavo Girado, director of the Center for Sino-Latin American Research Studies in Argentina commended China’s stance on upholding multilateralism.

"President Xi Jinping's words about upholding multilateral initiatives and corresponding measures in his speech have left a deep impression on me. This is particularly crucial in today's world where protectionism is on the rise. China has stepped forward, not only waving the flag of free trade but also advocating and leading the way for multilateralism,” said Girado.

President Xi also said China will pursue high-quality Belt and Road cooperation, and promised to inject more capital into the Silk Road Fund and build a multidimensional Belt and Road connectivity network.

"President Xi Jinping's announcement of the eight Chinese actions to support global development demonstrates the extraordinary courage and historical responsibility of a leader of a major country. Just as President Xi said, we should build a fair world for common development, eradicate poverty and turn beautiful visions into reality. China has always followed the principle of pursuing a just cause for the common good. The Belt and Road Initiative has enabled unprecedented connectivity worldwide,” said Wirum Phichaiwongphakdee, director of Thailand-China Research Center of Belt and Road Initiative.

The Russian Defense Ministry said on Tuesday that Ukraine fired six U.S.-made Army Tactical Missile System (ATACMS) missiles into Russia's Bryansk region, marking what is believed to be Ukraine's first use of such long-range weapons inside Russian territory following Washington's authorization.

According to the ministry, the attack occurred at 3:25 a.m. local time, targeting a facility in Bryansk. Five of the missiles were intercepted by Russia's S-400 and Pantsir air defense systems, while one missile was damaged.

Debris from missile fragments caused a fire at a military facility that was quickly extinguished. No casualties or damage were reported, the ministry said.

The strike, approximately 115 kilometers from the Ukraine-Russia border, followed recent media reports that the U.S. government has authorized Ukraine to use American-made long-range missiles for strikes deep within Russian territory.

Top European Union diplomat Josep Borrell confirmed on Monday that the Biden administration had lifted restrictions on U.S.-supplied missiles, enabling strikes up to 300 kilometers inside Russia.

"Why they made this decision now and not earlier, before the election, I don't know," Borrell told a press conference.

Russian officials have warned multiple times that such actions could escalate tensions and provoke a significant response.

Russian President Vladimir Putin on Tuesday signed a decree approving the country's updated nuclear doctrine. Kremlin spokesman Dmitry Peskov later clarified that under this new nuclear deterrence policy, Russia reserves the right to retaliate with nuclear weapons if Ukraine uses Western-supplied conventional missiles to attack Russian territory.
