Xi stresses comprehensively advancing high-quality Belt and Road cooperation

President Xi Jinping on Monday stressed comprehensively advancing high-quality cooperation under the Belt and Road Initiative (BRI).

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when addressing the fourth symposium on BRI development.

The symposium was presided over by Vice Premier Ding Xuexiang, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

Since the BRI was proposed in 2013, Belt and Road cooperation, under the strong leadership of the CPC Central Committee and through joint efforts of all parties, has made important achievements, promoting friendship with BRI partner countries and fostering economic and social development in those countries, said Xi.

Noting rising unilateralism and protectionism, as well as frequent regional conflicts and disturbances, Xi stressed the need to properly manage risks and challenges and overcome the impact of geopolitical conflicts.

He also emphasized correctly handling the relationship between enhancing the sense of gain among the partner countries and upholding benefits to China, thus effectively guaranteeing China's overseas interests and security.

Pointing out that Belt and Road cooperation has entered a new era of high-quality development, Xi urged adherence to the general principle of pursuing progress while ensuring stability.

He called for actions to fully and faithfully apply the new development philosophy on all fronts.

Xi emphasized coordination between "hard connectivity" in infrastructure, "soft connectivity" in rules and standards, and "heart-to-heart connectivity" among people of the partner countries.

He also said China will coordinate its efforts in signature projects and "small yet smart" people-centered programs, and in traditional and emerging areas, to make BRI more resilient and sustainable.

Xi called for more efforts to refine the operational mechanisms of high-quality Belt and Road cooperation, including improved planning and management frameworks, enhanced coordination of connectivity, and strengthened cooperation in industrial and supply chains.

He also called for better mechanisms in international collaboration in emerging industries, diversified financing, risk management, and overseas interests' protection. As the task depends on long-term commitment, Xi encouraged sustained efforts to advance high-quality development of Belt and Road cooperation, so as to make greater contributions to the building of a community with a shared future for mankind.

While presiding over the meeting, Ding said Xi's important speech has provided important guiding principles to promote high-quality development of Belt and Road cooperation for the next decade.

Ding called on all attendees to earnestly study and comprehend Xi's speech and faithfully implement it.

China has built and upgraded nearly 100,000 kilometers of roads across Africa as part of the Belt and Road Initiative, aiming to boost industrial and infrastructure development, as well as trade on the continent.

In Uganda, the 217.9-million-U.S.-dollar Masindi-Park Junction and Tangi Junction-Paraa-Buliisa road project serves as a vital link for both commerce and conservation in the country.

Funded by the China Export-Import Bank and built by China Communications Construction Company, the project is not just a ribbon of asphalt, but a lifeline connecting communities and catalyzing growth.

The road winds through the vast Murchison Falls National Park, reducing travel time and improving the tourist experience.

And the 51-kilometer Kampala Entebbe Expressway in the country, financed and constructed by China, reduces the travel time from Kampala to Entebbe airport to 30 minutes from 120 minutes before.

In Tanzania, the Chinese-built state-of-the-art Kijazi Interchange in Dar es Salaam is the biggest project of its kind in the country.

It consists of a three-level interchange with the maximum height of 17.5 meters and service roads.

The interchange significantly reduces traffic jams in the commercial capital, making heavy traffic jams lasting for hours at the busy Ubungo junction history.

The Keffi Road project in Nigeria, contracted by the China Harbor Engineering Company, was completed in 2023.

The project comprises the construction of the Abuja-Keffi expressway and dualization of Keffi-Akwanga-Lafia-Makurdi road in central Nigeria, facilitating local economic activities along with job opportunities and road-construction expertise.

The 27.1-kilometer Nairobi Expressway, built by a Chinese firm, is providing a faster route for motorists heading to and from the central business district, the city's industrial area and the main international airport.

It is part of a broader investment in Kenya's transport infrastructure, aimed at improving road connectivity and supporting the country's economic growth.

Since its launch, the toll road has significantly cut travel time between Nairobi's southern areas, home to the main airport, and the upscale Westlands suburb, from two hours during peak times to just 20 minutes.
