Xi urges deepening rural reform, building up strength in agriculture

Chinese President Xi Jinping has urged further deepening rural reform and making solid advances toward the goal of building up China's strength in agriculture.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks in his instructions on work related to agriculture, rural areas and farmers, which was learned at the annual central rural work conference held in Beijing from Tuesday to Wednesday.

Summing up rural work in the past year, Xi said that China's grain production reached a new level in 2024, with farmers' income increasing steadily, and rural society remaining harmonious and stable, providing fundamental support for promoting high-quality economic and social development.

To do a good job in work related to agriculture, rural areas and farmers in 2025, it is imperative to improve supporting systems to strengthen agriculture, benefit farmers, and enrich rural areas, and to advance rural revitalization across the board, Xi said.

Efforts should be made to ensure that the total area of China's farmland remains above the specified red line, promote the development of high-quality and high-standard farmland, strengthen technological and equipment support for agriculture, and ensure stable production and supply of grain and other major agricultural products, said Xi.

He also urged efforts to create more channels for farmers to increase incomes, continuously consolidate and expand the achievements of poverty alleviation, and ensure that no large-scale lapsing or relapsing into poverty occurs.

Xi also called for solid efforts to promote rural development initiatives and turn the countryside into a beautiful and harmonious place for people to live and work in.

He stressed that Party committees and governments at all levels must prioritize the development of agriculture and rural areas, accelerate the modernization of agriculture and rural areas, further consolidate the country's agricultural foundation, bring greater prosperity to rural areas and farmers, and steadily advance toward the goal of building up China's strength in agriculture.

Xi's instructions were conveyed and studied at the conference.

The conference also discussed the draft opinions of the CPC Central Committee and the State Council on further deepening rural reform and steadily promoting all-around rural revitalization.

The conference emphasized the need to concentrate efforts on achieving a number of tangible results, and to spare no effort in raising agricultural efficiency, injecting vitality in rural areas, and increasing farmers' incomes.

Solid work should be done to resolutely shoulder the responsibility of ensuring national food security, continually enhance the supply capacity of important agricultural products such as grain, and develop new quality productive forces in agriculture according to local conditions, it said.

The conference urged efforts to build mechanisms for preventing rural residents from lapsing or relapsing into poverty, and to establish a system of multi-tiered and categorized support for low-income rural residents and underdeveloped areas.

Rural areas should make better use of local specialties to foster new industries and new forms of business, said the conference.

The conference also called for the improvement of infrastructure and public services in China's rural areas.

It also urged efforts to comprehensively implement the task of further deepening rural reform, and move forward with well-organized trials to extend rural land contracts by another 30 years upon the expiration of the second-round contracts.

Flight operations resumed at the Damascus International Airport in Syria's capital on Wednesday, following the recent fall of former President Bashar al-Assad's administration earlier this month.

A Syrian Airlines plane carrying passengers from Damascus landed in Aleppo of northern Syria, marking the first flight between the two cities days after the airport ceased flights.

"Today we are starting with an internal flight. Preparations at the Damascus airport are in full swing, including departments like immigration and civil aviation, to welcome Syrians living abroad who have fled the country, stayed displaced and want to return," said Saad Kheri Beik, operation manager of the Damascus International Airport, told reporters at the airport Wednesday.

Among the changes at the airport is the display of the Syrian flag, which has been switched from the previous two-star flag to a new one featuring three stars.

Currently there are still no international flights scheduled at the airport, given the uncertain security conditions across Syria.

Syria's border crossings remain closed as the newly-formed transitional government is trying to roll out new measures for the entry of both Syrians and foreigners.

A militant alliance led by the Hayat Tahrir al-Sham group waged a major offensive from northern Syria on Nov 27 and had since swept southwards through areas held by al-Assad's government. Following territorial gains, including the capture of the capital Damascus, the alliance declared the end of al-Assad's rule on Dec 8.
