China's efforts to align poverty alleviation achievements with rural revitalization have yielded significant achievements so far this year, with stimulus policies like encouragement of cooperation between wealthy eastern regions and less-developed western regions and stepped-up rural construction bringing positive changes.
By now, 832 poverty-alleviated counties nationwide have established their pillar industries to motivate local development, and over 32 million people who once struggled below the poverty line now find their bread-earning jobs.
Among all policies, the one on targeted cooperation between eastern and western regions has been a major booster for rural development, allowing targeted supports with funds and governance experiences from east China provinces. The cooperation between the Beichuan Qiang Autonomous County of southwest China's Sichuan Province and the Kecheng District in east China's Quzhou City, Zhejiang Province is among the highlights.
With the funding and guidance of Kecheng District, Beichuan's paired-up supporter, a rural revitalization pilot region has been established, covering seven townships in the vicinity, with the Shiyi Village at the center.
Focusing on local agricultural products and tourism, the region is gaining momentum to develop its local pillar industries.
"By means of digitalization, development of competitive brands of farm produce, etc, we are striving to make Beichuan's characteristic farm produce brands bigger and more competitive, in order that the annual number of tourist visits to the Shiyi area of Beichuan will reach 1 million in the next three years," said Chen Peiwen, a Kecheng District official who is on secondment as the deputy head of the Beichuan Government Office.
By the end of October, eight eastern regions had provided nearly 23 billion yuan (about 3.1 billion U.S. dollars) of funding to 10 western regions for rural revitalization, and diverted over 140 billion yuan (about 19.2 billion U.S. dollars) worth of investment by enterprises, bringing 815,000 jobs to local people.
As a result of in-depth implementation of programs for rural revitalization, all eligible townships and administrative villages nationwide have been built with hardened roads, and the proportion of administrative villages with access to 5G telecommunication service has reached 90 percent, with constant promotion of basic public services including education, medical care and elderly care.
