China's political, legal system instrumental in safeguarding national development: expert

China's political and legal organs have achieved historic, systemic, and holistic transformations in promoting political and legal system and working mechanism since the 18th Communist Party of China (CPC) National Congress in 2012, contributing to the ever-improving system of socialist rule of law with Chinese characteristics, according to CPC official Yin Bai in an interview with the China Media Group (CMG).

Yin, secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee, said that among the achievements in these domains, judicial resources have been allocated in a fairer fashion, a multi-dimensional and targeted litigation system has been formed at a quicker pace, and human rights are protected more effectively.

The total number of criminal cases and public security cases filed throughout 2023 decreased by 12.9 percent and 9.7 percent, respectively, compared to 2019, while people's sense of safety index reached 98.2 percent, said Yin, adding that China is now widely acclaimed as one of the safest countries in the world.

Political and legal organs should fully apply a holistic approach to national security and improve the institutions and mechanisms for safeguarding national security, so as to effectively safeguard the country's stability and security over the long term, said Yin.

"We must prioritize the safeguarding of political security to promote the legalization and normalization of counter-terrorism and stability maintenance. We must take prevention and solving social conflicts and disputes as the basic way, apply and further develop the Fengqiao model (a model coming from the experiences on promoting community-level social governance in Fengqiao Town of east China's Zhejiang 60 years ago) in the new era, take a holistic approach to ensuring law and order, improve the normalization mechanism of combating and rooting out organized crime, and lawfully crack down on various illegal and criminal activities that cause grave public concern," said Yin.

It was stated that high-quality development is the primary task in building China into a modern socialist country in all respects at the Third Plenary Session of the 20th CPC Central Committee.

Political and legal organs are the important force in serving and maintaining the economic and social development, said Yin, urging to focus on central tasks and serve the overall national interests, and to promote high-quality development through a higher standard of law-based governance and social stability.

"Political and legal organs should make extensive efforts to maintain the order of the market economy by always putting strict law enforcement first, promoting equality among market players, orderly market competition, market allocation of resources, effective government supervision, and judicial justice. They should also make significant efforts to enhance capacity of public services by providing high-quality, efficient and equally accessible legal services to boost economic and social development," said Yin.

Russia claimed on Thursday that its air forces and artillery forces have attacked airport infrastructure and energy facilities used to support operations of Ukrainian troops over the past 24 hours, while the Ukrainian side said that multiple battles are still lingering on between the two sides.

Russian air defense forces have shot down 59 drones over the past day, the country's Defense Ministry said on Thursday.

Russian forces said that they continued to rout Ukrainian army troops in west Russia's Kursk Oblast bordering Ukraine, as it has recaptured 10 settlements from the hands of Ukrainian troops in the region.

On the same day, the General Staff of the Ukrainian Armed Forces issued a report claiming that by Thursday afternoon, there had been 79 battles on frontlines, most of which took place in the directions of Pokrovsk and Kurakhove, both in Donetsk region in eastern Ukraine.

Multiple battles are still going on, the Ukrainian military said.

Ukrainian President Volodymyr Zelensky said on Thursday that Russia had begun "counter-offensive actions [in Kursk], which is going in line with our Ukrainian plan".
