East China's Shanghai Municipality and Zhejiang Province activated Level I, or the top-level emergency response, to Typhoon Bebinca at 14:00 Sunday.
Typhoon Bebinca, expected to land in Zhejiang Province or Jiangsu Province from Sunday evening to Monday morning, has brought wind and rain to the easternmost part of Shanghai, where waves in the East China Sea rose to two meters high around 16:00 Sunday.
Local meteorological department said Typhoon Bebinca may trigger 6-meter-high waves in the East China Sea.
Shanghai said that it would close all tourist attractions in Pudong area and major bridges while implementing controls on expressway sections by Sunday evening to ensure safety of the people.
Firefighters in Shanghai have been reinforcing facilities and structures at high locations of residential buildings to ensure residents' safety.
Implementing the top-level emergency response to Typhoon Bebinca, Zhejiang has suspended operations of all its coastal ports and passenger routes as well as all water-related projects.
As Typhoon Bebinca approached, Zhejiang's Taizhou City saw increasing wind and rain Saturday evening.
Local government officials have evacuated 63 aquaculture farmers to safe locations from the Kuotangshan Island.
