China is willing to work with the Association of Southeast Asian Nations (ASEAN) to deepen practical cooperation between the two sides and write a new chapter in building a closer China-ASEAN community with a shared future, Chinese Vice Premier Ding Xuexiang said Tuesday.

Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the statement when addressing the opening ceremony of the 21st China-ASEAN Expo and the China-ASEAN Business and Investment Summit in Nanning, south China's Guangxi Zhuang Autonomous Region. China and ASEAN enjoy a long history of friendly relations and are good neighbors, good friends and good partners, Ding noted in his speech.

At the ASEAN-China Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations in 2021, Chinese President Xi Jinping proposed the construction of a peaceful, safe and secure, prosperous, beautiful and amicable home together with ASEAN, and announced with leaders of ASEAN countries the establishment of the China-ASEAN comprehensive strategic partnership, Ding recalled.

China and ASEAN have always been moving forward hand in hand, which has become the most successful and dynamic model of Asia-Pacific regional cooperation and a vivid example of promoting the building of a community with a shared future for mankind, said the vice premier.

China is advancing its efforts to build itself into a great modern socialist country in all respects and pursue national rejuvenation through a Chinese path to modernization, which will bring great opportunities to the world, Ding said.

China will continue to follow the principle of amity, sincerity, mutual benefit and inclusiveness in neighborhood diplomacy, deepen practical cooperation with ASEAN countries, and write a new chapter in building a closer China-ASEAN community of shared future, he added. Ding said China and ASEAN countries need to elevate strategic mutual trust to new heights.

Efforts should be made to implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, further synergize their development strategies, and strengthen high-quality Belt and Road cooperation to better promote regional and global prosperity and stability, he said.

He urged advancement of opening-up and cooperation between China and ASEAN countries to a new level.

Both sides should implement the Regional Comprehensive Economic Partnership Agreement (RCEP) with high quality, work for an early conclusion of the negotiations for version 3.0 of the China-ASEAN Free Trade Area (FTA), steadily expand institutional opening-up, and build a more stable and smooth cross-border industrial and supply chain, he added.

China and ASEAN countries need to foster a new pattern of all-round connectivity, Ding said, urging strengthening of joint efforts to build the New International Land-Sea Trade Corridor at a high level, and make solid progress in the development of important economic corridors and key projects.

China and ASEAN countries should expand new areas of cooperation in science, technology and innovation, Ding said, adding that the two sides should jointly implement China-ASEAN science and technology innovation enhancement program, accelerate the construction of platforms such as joint laboratories, and ensure that more innovative achievements will benefit the people of both sides.

Ding also urged efforts to cultivate new highlights in mutual understanding and affinity among the people of both sides. Taking the China-ASEAN Year of People-to-People Exchanges as an opportunity, the two sides should further deepen exchanges and cooperation in culture, tourism, training, youth, and solidify the public opinion foundation of bilateral relations, Ding said.

Malaysia's Prime Minister Anwar Ibrahim delivered a video address to the event. Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers of Cambodia Vongsey Vissoth, Deputy Prime Minister of Laos Kikeo Khaykhamphithoune, and Deputy Prime Minister and Minister of Finance of Vietnam Ho Duc Phoc, as well as Secretary-General of ASEAN Kao Kim Hourn also attended the opening ceremony and delivered speeches successively. Ding then announced the opening of the expo.

After the opening ceremony, Ding toured the exhibition hall and exchanged views with the heads of the exhibitors.

China launched a Smart Dragon-3 carrier rocket, also known as Jielong-3, from the waters near the city of Haiyang in east China's Shandong Province on Tuesday, placing eight satellites into planned orbit.

The commercial rocket blasted off at 10:31 a.m. (Beijing Time), carrying satellites including Tianyi-41 and “Hong Kong Youth Sci-tech Innovation,” the first satellite developed by the Hong Kong Special Administrative Region (HKSAR).

The launch marks the 4th flight mission for the Smart Dragon-3 carrier rocket series.

Smart Dragon-3 commercial carrier rocket is developed by the China Academy of Launch Vehicle Technology under the China Aerospace Science and Technology Corporation.

The four-stage solid-propellant Smart Dragon-3 rocket is a type of cost-effective and highly reliable launch vehicle that is mainly used for launching spacecraft to the sun-synchronous orbit or low Earth orbit, according to the developer.

"Our Jielong-3 rocket used the 'Oriental Maritime Space Port' offshore satellite launch vessel for the first time, which means stronger support and higher launch efficiency. We also used the large yaw technology to make our landing area safer, so that in the future, we will have different options according to the weight of the satellite, to make the launching more cost-saving," said Jin Xin, an engineer at the China Aerospace Science and Technology Corporation.

The "Hong Kong Youth Sci-tech Innovation" satellite is the first satellite funded and supported by the Innovation and Technology Commission of the HKSAR government. It is also the world's first science satellite using an AI large-model. It is equipped with a high-resolution optical remote sensing camera and high-performance computing power payload, realizing key technologies and functions such as high-resolution earth remote sensing observation, and on-orbit intelligent data processing.

"More than 90 percent of the satellite's research and development staff are young teachers, students and engineers, so it is named 'Hong Kong Youth Sci-tech Innovation.' We will carry out new technology verification such as on-orbit reasoning training of large AI models in orbit," said Guo Tao, chief designer of the satellite.
