Appointments to Youth Square Management Advisory Committee

The Home and Youth Affairs Bureau (HYAB) announced today (December 31) the reappointment of five incumbent members and the appointment of three new members, including two new members appointed through the Member Self-recommendation Scheme for Youth (MSSY), to the Youth Square Management Advisory Committee (MAC) for a two-year term from January 1, 2025, to December 31, 2026.

MAC also includes representatives from the HYAB, the Education Bureau and the Leisure and Cultural Services Department as members.

A spokesman for the HYAB thanked the outgoing members, Dr Wilson Choo Ming-yin, Mr Dave Ho and Mr Yeung Hok-lam, for their support and contributions since their appointment to MAC.

​MAC is a non-statutory advisory body which advises the Government on matters pertaining to the operation of Youth Square, including the overall strategy and objectives of Youth Square; themes and contents of youth development programmes; the use, allocation, leasing and charging arrangements of relevant facilities; the evaluation of the effectiveness of the use of Youth Square in promoting youth development programmes and monitoring the performance of the operator. Furthermore, the Government regularly recruits young persons aged between 18 and 35 who are eager to serve the community to join the Government's advisory committees through the MSSY with a view to providing more opportunities for young people to participate in policy discussions.

Authorized person disciplined for professional negligence

​The Authorized Persons', Registered Structural Engineers' and Registered Geotechnical Engineers' Disciplinary Board has completed a disciplinary inquiry and decided that an authorized person (AP) should be disciplined for professional negligence under section 7(1A)(b) of the Buildings Ordinance (BO).

The Board ordered the AP to be reprimanded and to pay $131,800, being the costs of the Board for conducting the inquiry.

The case involved a building construction project on Tai Shu Ha Road West in Yuen Long. Upon investigation by the Buildings Department (BD), it was found that the layout of the clubhouse in the project differed from the approved plans, as an additional floor slab was found between G/F and 1/F of the clubhouse. The AP advised in a letter to the BD in 2018 that one of the reasons for altering the layout of the clubhouse was a request from the Water Supplies Department to enlarge the water meter room, which turned out to be inaccurate. In view of the investigation results, the BD notified the Board for its consideration of disciplinary action against the AP under the provision of section 13(1) of the BO.

A spokesperson for the BD emphasised that persons registered under the BO may be disciplined if they are negligent or engage in misconduct.
