Jilin, Liaoning take swift action against Typhoon Gaemi

Rescue operations and water drainage efforts are underway as continuous heavy rainfall from Typhoon Gaemi, the third typhoon of the year, has disrupted traffic and caused waterlogging in the northeastern provinces of Jilin and Liaoning.

The city of Linjiang in Jilin Province has been particularly affected, with several rivers experiencing significant rises in water levels and some road sections temporarily cut off due to landslides.

Linjiang City is connected to surrounding cities by four main roads, three of which are currently closed due to heavy rainfall. The only accessible road was hit by mudslides and collapsed on Sunday morning, causing a temporary traffic interruption. Traffic on the road resumed after two hours of rescue efforts.

"We have staff members patrolling the area, and they will notify us if they identify any risks. All necessary rescue equipment is in place to respond promptly to emergencies," said Chen Gang, a Linjiang Transportation Bureau staff member.

In downtown Linjiang, located less than 100 meters from the Yalu River, rising water levels have caused river water to backflow into the urban area.

As rainfall continues, residents living on lower floors have been evacuated and drainage and flood prevention efforts are underway.

Local authorities have mobilized rescuers to block the backflowing river water in low-lying areas with sandbag barriers. As of 14:00 on Sunday, over 4,700 residents have been evacuated and relocated.

Meanwhile, considering factors such as downstream river capacity, flooding in downstream villages and farmlands, and tidal effects on river channels, several reservoirs in Liaoning Province have implemented staggered flood discharge schedules to alleviate the situation.

In Liaoning Province, 53 reservoirs, including six large-scale ones, have exceeded the flood limits. The provincial flood control authority is coordinating orderly flood discharges through precise scheduling.

The heavy rainfall also impacted railway operations, and the China Railway Shenyang Bureau has implemented precautionary measures to ensure passenger train safety.

In response to water-related damage and risks on sections of the Shenyang-Dandong and Shenyang-Shanhaiguan lines, the bureau has implemented speed restrictions, temporary suspensions, and route adjustments for certain passenger trains.

On Sunday, 42 trains scheduled to depart from Shenyang Railway Station, Shenyang North Railway Station, and Shenyang South Railway Station were suspended. Additional staff have been deployed at these stations to assist with passenger ticket refunds and changes.

To expedite the resumption of train services, the Shenyang Bureau has deployed heavy machinery, including excavators and loaders, to reinforce and clear risk-prone sections.

Rigorous safety checks are being conducted on bridge and tunnel structures, drainage systems, and protective facilities to ensure railway safety amid the ongoing rainfall.
