China's commercial and policy banks have recently unveiled a series of targeted measures aimed at enhancing financial support for private enterprises, reinforcing efforts to drive growth in the private sector.
Focusing on key areas such as micro and small enterprises (MSEs) and green, low-carbon development, the Industrial and Commercial Bank of China (ICBC) has introduced 10 measures to support the growth of the private economy. Over the next three years, the bank plans to allocate no less than six trillion yuan (approximately 828.98 billion U.S. dollars) in investment and financing for private enterprises.
The Bank of China (BOC) has announced plans to increase its efforts to ensure that loan growth for private enterprises outpaces overall loan growth by five percentage points this year.
The BOC will also improve the use of digital tools to serve private enterprises, with over five trillion yuan (approximately 690.81 billion U.S. dollars) allocated this year for investment, financing, fund settlement, and exchange services. Meanwhile, the Agricultural Bank of China (ABC) has pledged to maintain a stable credit supply for private enterprises, aiming to boost bond underwriting, investment, and expand financing channels for these businesses.
By the end of 2025, the ABC plans to provide more than 7.5 trillion yuan (about 1.04 trillion U.S. dollars) in loans to support private enterprises.
To accelerate the development of new quality productive forces, the Industrial and Commercial Bank of China (ICBC) has established a science and technology innovation fund with a total capital scale of 80 billion yuan (approximately 11.05 billion U.S. dollars), while the Bank of China (BOC) has introduced a new science and technology innovation parent fund, valued at over 50 billion yuan (about 6.91 billion U.S. dollars).
In addition, the Postal Savings Bank of China (PSBC) aims to support more than 100,000 scientific and technological enterprises over the next three years.
Several financial institutions have also announced plans to enhance financial support for private enterprises participating in Belt and Road cooperation.
Notably, the Export-Import Bank of China (China Eximbank) will offer customized financial service solutions to help private enterprises actively engage in international production capacity cooperation. It will also support the regulated growth of emerging trade models, such as the development of overseas warehousing and cross-border e-commerce.
